Statement on the Declaration of Principles signed between the DRC Government and the M23/AFC rebel group

The DRC Diaspora Desk welcomes the recent signing of the Declaration of Principles between the DRC government and the M23/AFC rebel group in Doha, Qatar.  We note that this Declaration specifically requires both sides to establish a permanent ceasefire and to cease all hostilities, attacks, and attempts to gain new territory. This is a critical foundation for any further progress. Furthermore, it is clearly stated that the Declaration requires state authority to be restored in all national territories, including any rebel-held areas, as an integral part of an eventual peace agreement. We view this as a significant step forward and are hopeful that it will effectively consolidate the ongoing peace process, ultimately leading to lasting stability and an end to the prolonged conflict in Eastern DRC.

For the successful implementation of this Declaration, it is absolutely imperative that all parties involved have a clear, common, and unambiguous understanding of the obligations they have committed to.  Establishing shared understanding from the outset is fundamental to building trust and ensuring the smooth progress of peace efforts. Additionally, The DRC Diaspora Desk strongly calls on all parties to work with victims to implement robust mechanisms for justice for victims and accountability for perpetrators of violence and that no amnesty will be given to them as part of the ongoing peace negotiation process. We firmly believe that such mechanisms are essential not only to provide much-needed closure, and recognition of the harm done to the victims but also to effectively break the devastating cycle of impunity that has plagued this conflict for far too long. Finally, we wish to emphasize the critical importance of the DRC government fulfilling its constitutional responsibility to fully protect its population and secure its borders, ensuring the safety and well-being of all citizens.
